During 18 century, north western part of the U.S.A. was growing with agricultural trades through the Mississippi River. Because it was better to use river than to use road, the Mississippi river was important to transport their goods to the eastern part of the U.S.A. such as Boston and New York. But, for using getting through Mississippi River, they had to pass the city of New Orleans which was the one of the territories of France. So they had to pay money for passing the Mississippi river. Many of people complained about that, so Thomas Jefferson, the 3rd president of the United States, suggested to buy that part which was Louisiana. He sent James Monroe and Robert R. Livingston to Paris to negotiate the purchase in 1803.
